Procurement Specialist - Job Description

Reports to: Director of Project Administration and Technical Services

 

General Description:

The Procurement Specialist will be responsible for project procurement, contracts, and administering NADB’s procurement policy and guidelines, with emphasis in public sector projects in the US. The specialist will be an essential part of the bank’s team and should have a working knowledge of quality control and the technical side of the business. The specialist will also ensure capabilities for procurement and contracts of the project sponsor.

 

Duties and Responsibilities: 

  • Assisting in formulation and implementation of procurement policies and procedures.
  • Interpreting and persuasively applying procurement policies and procedures within NADB and externally with clients.
  • Training NADB staff and clients in procurement operations.
  • Applying good knowledge of related procurement and legal procedures of major co-financiers affecting borrowers.
  • Contributing to project teams, taking initiative in analyzing issues, diagnosing problems accurately, and taking appropriate action.
  • Devising creative, reliable and replicable solutions to problems.
  • Establishing and maintaining constructive relations with project sponsors.
  • Providing guidance and advice to project staff on matters related to the application of procurement policies.
  • Assisting in handling complex procurement tasks and issues, including those that cut across departments and that require sensitive and comprehensive consultation and integration of input to achieve desired outcome.

Requirements:

  • Undergraduate degree in a relevant field.
  • At least six years of professional experience in procurement (contractor or government side) at the federal, state or local level of government in the US.
  • Must be able to travel regionally (approximately 25%); will have sponsor and client contacts in the field.
  • Fully bilingual English/Spanish desired. Must be fluent in written and verbal English; should have at least a working knowledge of Spanish.
  • Citizenship in the US or Mexico required.

  • Ability to apply conceptual, analytical and problem-solving in developing practical approaches to project work.
  • Excellent interpersonal written/oral communication skills.
  • Ability to handle routine tasks independently, and major tasks with minimum supervision.
  • Good judgment and ability to determine when to seek input from supervisor.
  • Knowledge or ability to learn rudiments of NADB projects, which require a certain degree of technical understanding.
  • Ability to research independently.
