Technical Officer - Job Description

Department:  Project Administration and Technical Services

Reports to: Director of Project Administration and Technical Services

 

General Description:

The Technical Officer participates in the management oversight of project implementation and administration, playing an active role in technical due diligence. The officer supports the technical area in the development, review and implementation of project management, in a wide range of areas, particularly renewable energy, transportation, and, mobility projects. The officer supports the director with special projects by providing options, recommendations, and suggestions. The officer will be a team leader (two to three people) for public projects.

 

Duties and Responsibilities: 

  • Providing expert technical due diligence for the bank; analyzing all project disbursements for compliance with NADB requirements. Providing options, recommendations, and suggestions on special projects.
  • Interfacing with representatives of some of the world’s top renewable energy engineering firms, as well as with other NADB departments.
  • Leading project management; identifying issues in project implementation and evaluating solutions, course of action and next steps.
  • Reviewing Lender Supervisor Reports to monitor and control construction budgets and change orders.


Requirements:

  • Undergraduate degree in engineering required (electrical engineering preferred); master’s degree preferred.
  • Five to 10 years of professional experience; at least five years’ experience in the renewable energy industry.
  • Background in all aspects of project development and management of budget and team. • Understanding of environmental permitting, as well as renewable energy technologies, costs, and O&M a must.
  • Must have lender review experience on public projects.
  • Experience in technical due diligence for disbursements review.
  • Some regional travel required.
  • Fully bilingual English/Spanish desired, both written and verbal.
  • Citizenship in the US or Mexico required.

  • Ability to work independently and with minimum supervision with diverse projects (ranging from energy to mobility).
  • Flexibility of interest/expertise to reflect periodic changes in the makeup of NADB’s project flow; ability to apply engineering knowledge to multiple fields.
  • Effective at analyzing and resolving problems, with an appreciation of how the solution impacts regional/state/country strategies, as well as private sector industry.
  • Good judgment and resourcefulness.
  • Understanding of and respect for NADB policies, strategy, objectives, and technical requirements.
  • Skilled in word processing, spreadsheets, graphics and database management.
  • Able to work effectively with NADB team and other stakeholders.
  • Excellent interpersonal written/oral communication skills.
